Class 1 Railroads Modify Systems with PC*MILER|Rail to
Determine Mileage Based Fuel Surcharge
ALK Technologies Offers Simple and Uniform Solution to the
STB Fuel Surcharge Reform Effective April 26, 2007
Princeton, New Jersey – March 29, 2007
– ALK Technologies, developers of PC*MILER and PC*MILER|Rail, the transportation industry’s leading routing, mileage and mapping software solutions, has been contracted by several Class 1 railroads to determine mileage based fuel surcharges as a result of the recent Surface Transportation Board (STB) fuel surcharge reform decision effective April 26, 2007.
The Surface Transportation Board is the successor to the Interstate Commerce Commission. The Board recently ruled that fuel surcharges, in many cases, may no longer be based upon the percent of freight rate method. Railroads are faced with dealing with this reform. Burlington Northern Santa Fe, Canadian National, CSX Transportation, and Union Pacific railroads, handling over half of North American rail traffic, have contracted with ALK Technologies to bring onboard PC*MILER|Rail to calculate mileage based fuel surcharges to meet the April 26th effective date of the Board’s ruling.
PC*MILER|Rail, a standard in the industry for over 21 years, is widely used in rate determination and negotiation, equipment management, rail car mileage auditing, carrier selection, and ad valorem tax reporting. PC*MILER|Rail determines actual operating or shortline (tariff) routes and mileage using city/state abbreviations or commonly used geographic codes (SPLC, FSAC, 3-3-3, and R260).
Other features and benefits include:
- Generate rail-specific mileage within the North American rail network to improve fleet utilization
- Universally accepted by railroads and shippers for its accuracy
- ALK’s proprietary rail network includes approximately 50,000 freight stations and 3,400 unique junction interchanges for 699 railroads
- Generate routes based on multi-carrier routing options, including route resequencing options
- Generate detailed route reports listing railroad mileage in addition to via points and major cities
- Easy to use and seamlessly integrates with your existing systems

About the STB
The STB is an economic regulatory agency that Congress charged with the fundamental missions of resolving railroad rate and service disputes and reviewing proposed railroad mergers. The STB is decisionally independent, although it is administratively affiliated with the U.S. Department of Transportation. It was created in the Interstate Commerce Commission Termination Act of 1995 and is the successor agency to the Interstate Commerce Commission.
The agency has jurisdiction over railroad rate and service issues and rail restructuring transactions (mergers, line sales, line construction, and line abandonments); certain trucking company, moving van, and non-contiguous ocean shipping company rate matters; certain intercity passenger bus company structure, financial, and operational matters; and rates and services of certain pipelines not regulated by the Federal Energy Regulatory Commission.
